The Job Description
General Statement of Duties
Performs intermediate skilled technical work installing and maintaining computer hardware, software, and peripherals, troubleshooting system and user problems, maintaining networks, servers and telephone systems. Implements, monitors, and remediates network and security systems and controls.
Distinguishing Features of the Class
An employee in this class is responsible for performing a diverse array of complex technical work requiring extensive knowledge and ability. This position requires an employee to be flexible, able to multitask, think intuitively, implore time management skills, project management skills and possess troubleshooting ability. Primary responsibilities are supporting computer and network security, network devices, phone, video, door access, and security systems of the County; as well as providing general IT support. This position is responsible for implementing, managing, monitoring, and remediating all security and network systems on a daily basis. This position requires both remote and on-site support to include travel to many sites around the County. An employee in this position should require minimal supervision and be able to use initiative and good work ethic to accomplish short- and long-term tasks. Work is performed under the general supervision of the Assistant IT Director and is evaluated through conferences, efficiency and effectiveness of the computer operations, feedback from users of the system and yearly progress reports.
Duties and Responsibilities
Essential Duties and Tasks
• Develops, installs, configures and supports the County's information technology network including computers, servers, printers, switches, wireless APs, fax machines, cameras, door access controls, and various software; implements network and software security measures. Troubleshoots system hardware and configuration problems.
• Performs network/telecommunication system upgrades, expansions and equipment exchange.
• Performs complex work on switches, routers, firewalls, security systems, wireless, and phone systems.
• Installs, configures, manages and maintains all security equipment and services (e.g. firewalls, email spam filters, DVRs, Door Access Controllers, etc.).
• Administers and supports various telephone, voicemail and interactive voice response systems.
• Coordinates network configuration, installation, administration, maintenance and support services.
• Troubleshoots and analyzes network problems.
• Communicates with outside vendors about technical issues, current and upcoming projects and new software and technologies to improve operational efficiency.
• Installs, configures, upgrades, troubleshoots and repairs computer workstations and peripheral equipment; provides support for, configures and troubleshoots the VoIP phone system.
• Monitor network activity to identify vulnerable points and act on privacy breaches and malware threats.
• Implements, manages, monitors, and remediates all security and network systems.
• Performs daily checking of various security, network, and logging systems as specified by the supervisor.
• Primarily responsible for patching all windows, network, etc. systems to mitigate security vulnerabilities.
• Install and update security certificates to meet compliance requirements.
• Effectively manages multiple projects and tasks.
• Ensures systems are in compliance with various regulations to include, but not limited to, CJIS, HIPPA, and PCI, etc.
• Maintains and assists with the maintenance of system operations.
• Installs wiring and cabling for networking and testing.
• Performs proactive maintenance and trouble shooting.
• Operates the Helpdesk Ticketing system to track and respond to all technical issues.
• Assists in support and management to County cellular phones and data devices.
• Answers telephone as needed; receives and responds to technical questions via telephone and in person.
• Prepares written documentation of technical systems as needed and participates in cross-training/knowledge sharing with IT staff.
• Provides guidance, training and technical assistance to county staff.
• Pursues continuing education for technical and professional development. Attends meetings, workshops and training seminars to keep abreast of changes in technology.
• Participates in rotating on-call schedule to support 24x7 operations; performs after-hours work for various upgrades, repairs, and maintenance.
• Train users on new and existing technical systems.
Additional Job Duties
• Supports the Emergency Operations Center (EOC) when activated as required.
• Performs related duties as required.

Knowledge, Skills, and Abilities
• Comprehensive knowledge to operate all equipment, hardware, and software associated with the position.
• Comprehensive knowledge of the industry, organization and department policies, practices and procedures, as well as the ability to provide recommendations and best practices.
• Comprehensive knowledge of network switching and routing, to include TCP/IP, common networking ports and protocols, traffic flow, system administration, OSI model, defense-in-depth and common security elements.
• Thorough knowledge required to install and configure networking hardware and software.
• Thorough knowledge of industry news, new technology and regular industry changes.
• Thorough knowledge required to prepare a variety of documents.
• Thorough knowledge required to operate standard testing equipment.
• General knowledge required to operate a variety of hand power tools.
• Familiarity with federal information services regulations to include CJIS, HIPAA, and PCI
• Familiarity with public key infrastructure (PKI) and cryptographic protocols (e.g. SSL/ TLS)
• Familiarity with door access control systems and physical security protocols.
• Ability to make arithmetic computations using whole numbers, fractions and decimals.
• Ability to compute rates, ratios and percentages.
• Ability to understand and carry out written and oral instructions.
• Ability to establish and maintain effective working relationships with associates and vendors.
• Ability to write clear and concise reports.
• Ability to analyze software programs and recommend program adjustments.
• Ability to communicate effectively orally and in writing.
• Prior experience with local government, specifically Counties, is highly desired.
• Prior experience with Cisco Security Platforms, such as Secure Endpoint, DUO, ISE, Stealthwatch, and Umbrella, is highly desired.
• Prior experience with ManageEngine solutions, such as ADAudit, ADManager, Eventlog Analyzer, and PatchManager, is highly desired.
• Prior experience with IP based Voice/SIP services (Avaya) configuration, troubleshooting, and management is highly desired
Physical Requirements
• Work requires the exertion of up to 10 pounds of force constantly to move objects, and up to 100 pounds of force occasionally; work requires climbing, stooping, kneeling, crouching, reaching, pulling, lifting, fingering, grasping, feeling, and repetitive motions; visual acuity required for ability to focus, depth perception, color perception and peripheral vision.
• Work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently standing, walking, stooping, kneeling, crouching or crawling, climbing and balancing, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires sitting and lifting.
• Work requires close vision, ability to adjust focus, depth perception and color perception.
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly.
• Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound.
• Preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly and fabrication of parts within arms-length, determining the accuracy and thoroughness of work and observing general surroundings and activities.
• Worker is regularly exposed to the risk of electrical shock and occasionally requires and exposure to outdoor weather conditions.
• Work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).
Desirable Education and Experience
Graduation from a two-year college with a degree in a related field and moderate experience in computer and network related troubleshooting, or an equivalent combination of education and experience.
