The Job Description

General Statement of Duties
Performs difficult, skilled administrative work assisting veterans and their dependents, scheduling appointments, and maintaining case files.

Distinguishing Features of the Class
An employee in this class provides office support for the Veterans Service team. Work also involves answering incoming phone calls and providing benefits information of a routine nature or making appropriate referral for assistance. Well-developed interpersonal, communication, organizational, mathematical, keyboarding and computer skills are required. Work is performed under the direct supervision of the Director of Veteran Services, and is evaluated through conferences, results of work, reports, and public feedback and oversight by the State Veterans District Office.

Duties and Responsibilities
Essential Duties and Tasks
• Answers incoming telephone calls, receives office visitors and scheduled client appointments. Answers all inquiries as appropriate. Schedules office appointments for clients.
• Sorts incoming mail and posts outgoing correspondence; performs a variety of clerical and secretarial duties to relieve supervisor of administrative details.
• Types a variety of letters and forms for the office; maintains case files; collects, quantifies and completes monthly statistics, periodic reports catalogs and updates.
• Maintains and updates appropriate computer software package to include: client's picture, current address and contact information, record of military service, dependent status, disability ratings, cause of death, and other key items of information necessary to properly service the county veteran population.
• Uses all office equipment and computer software programs in the performance of job duties and Is responsible for electronically scanning and maintaining all office documents and client files.
• Maintains inventory of office supplies, forms and pamphlets. Maintains the appearance of the waiting area and ensures forms and pamphlets throughout the office are well-stocked.
• Receives and reviews military records, private medical records, VA benefit and health claim letters, and correspondence with regional, state and federal offices and county memorandums.
• Interacts and communicates with the immediate supervisor and staff, veterans and their dependents, NC Division of Military and Veterans Affairs, VA Regional Office personnel, VA Medical Center personnel, Legislative delegation, and other county department employees, various outside professional agencies, and the public.
• Assists veterans in obtaining military separation and service records, military awards and medals, private medical records, and civil documents.
• Refers to federal policy and procedure manuals, Code of Federal Regulations Title 38 US Code; Veterans Benefits Manual and Federal Veterans Laws, Rules and Regulations, computer manuals, codes/laws/regulations, publications and reference texts, etc.
• Assists the Veterans Service Officers as the veterans' advocate to the Department of Veterans Affairs in resolving questions/problems, clarifying unfavorable decisions and appealing denied claims.
• Assists with interviewing veterans or their dependents to determine eligibility for benefits; gathers supporting documentary evidence and processes claims and appeals through the Department of Veterans Affairs.
• Assists the Veterans Service Officers in the completion of applications for federal, state, and local benefits such as pensions, disability compensation, insurance, burial, and NC benefits. Assists applicants in obtaining necessary legal documents required for claims processing.
• Reviews literature, documents or news reports to enhance and maintain knowledge of state and federal legislation affecting veterans' benefit programs.
• Assumes duties in the absence of the Veteran Service Officers.

• Ability to communicate effectively in written and oral form.
• Ability to effectively utilize computer software specifically associated with veterans as well as word processing.

• Ability to plan and organize work to meet deadlines and governmental requirements.
• Ability to establish and maintain effective working relationships with County officials, veterans and their dependents, a variety of social services agencies, and employees.

Physical Requirements
• Work requires the occasional exertion of up to 10 pounds of force.
• Work regularly requires using hands to finger, handle or feel, reaching with hands and arms, standing, walking, stooping, kneeling, crawling, crouching, lifting, pulling, pushing, speaking, hearing and repetitive motions.
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word and for detailed or loud talking to convey detailed or important spoken instructions to others accurately, loudly or quickly.
• Hearing is required to perceive information at normal spoken word levels and to received detailed information through oral communications and/or to make fine distinctions in sound.
• Visual acuity is required for close vision, ability to adjust focus and for depth perception.
• Work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions.
• Work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).

Desirable Education and Experience
Graduation from a two-year college with a degree in social services, business or a related field, and moderate experience with veteran service programs; or an equivalent combination of education and experience.

Special Requirements
Possession of a valid North Carolina driver’s license upon hire.
Obtain N.C. Division of Veteran Affairs Accreditation within six months of employment.
Obtain American Legion Accreditation within six months of employment.
Complete Training, Responsibility, Involvement and Preparation of Claims (TRIP) Training within six months of employment.
Complete Initial VA Privacy and Information Security Awareness Course within six months of employment, and thereafter annually to maintain VA computer access.
Complete Rules of Behavior Course within six months of employment.
Complete N.C. Division of Veteran Affairs 60-hour required training program, and successfully pass examination with a score of 75 or above within six months of employment.
