The Job Description
General Statement of Duties
Performs responsible semi-skilled and skilled trades and limited lead worker duties in the maintenance and care of assigned park(s), athletic fields and related facilities.
Distinguishing Features of the Class
An employee in this class is responsible for independently maintaining an assigned park(s) including prioritizing tasks and completing work assuring ball fields are prepared, landscaping and facilities are maintained and repaired. Work involves serving as the lead worker for part time seasonal workers as assigned. Work involves operating tractor, mowers, line and drag attachments, weed eater, chain saw, power blowers, etc. to cut grass, prepare athletic fields, trim, clean fields, grounds and facilities, and to perform other horticultural landscaping tasks. Work includes performing basic to skilled painting, carpentry, plumbing and playground equipment inspection and repair. Sound judgment and initiative is required. Employees must be able to perform manual labor, as well as semi-skilled to skilled duties, and abide by safety rules and regulations. Major decisions require supervisor’s approval. Work is performed under the general supervision of the Parks Maintenance Foreman, and is evaluated through observation of facilities and parks, periodic discussions, and public acceptance.
Duties and Responsibilities
Essential Duties and Tasks
• Plans, prioritizes and performs varied maintenance and repair functions required to maintain park grounds, athletic fields, buildings and equipment; checks park grounds, facilities, equipment etc. regularly and lists required maintenance and repair jobs provides input to supervisor on budget needs; purchases supplies within spending limits.
• Serves as lead worker as assigned over temporary and part-time workers to complete maintenance and/or repair projects in timely manner following safety standards; monitors and reviews work in progress and ensures work is completed safety and on time.
• Performs basic to journey level trades repair work (construction, electrical, mechanical and plumbing); troubleshoots problems and determines repair needs; installs and repairs irrigation system; repairs broken plumbing pipes and leaks; replaces faucets, commode handles and tank systems, sink valves, shower heads; installs and replaces outlets and light sockets and/or water pumps.
• Repairs equipment such as mowers, tractor, tillers and weed-eaters; replaces bearings and changes blades and tires on mowers; changes shaft, plugs and heads on weed-eaters.
• Performs grounds’ maintenance duties including mowing grass, trimming shrubs and trees, fertilizes, plants and spreads seed and lime.
• Cleans park buildings, including bathrooms and picks up trash around grounds.
• Performs maintenance, construction, and repair duties on recreational facilities such as field-house/dug out building, concession, playground, fences, bridges, picnic areas, and other recreational areas; checks equipment for safety; paints; and repairs plumbing.
• Drags and marks ball fields and levels dirt infields and base lines; operates tractor with drag and lining attachments.
• May be required to perform maintenance on roads in park.
• May apply various chemicals in the performance of landscaping duties.

Recruitment and Selection Guidelines
Knowledge, Skills and Abilities
• Considerable knowledge of the methods, tools, and equipment utilized in the parks and recreation maintenance.
• Working knowledge of the work hazards, related liabilities, and applicable safety standards (Occupational Safety and Health Act) and County standards.
• Skill in the operation of assigned equipment and tools, tractor, riding mowers, drag and line attachments, chain saws, etc.
• Journey to skilled level skills in plumbing, carpentry and basic skills in electrical trades.
• Ability to serve as lead worker and ensure work is completed correctly and safely.
• Ability to communicate effectively in oral and written forms.
• Ability to establish and maintain effective working relationships with part time workers, co-workers, supervisor, and citizens involved in use of parks, athletic fields and recreational activities.
• Ability to engage in heavy manual labor for extended periods of time.
• Ability to exercise courtesy and tact in dealing with the public.
Physical Requirements
• Work requires the occasional exertion of up to 100 pounds of force; work regularly requires standing, frequently walking, pushing or pulling and lifting and occasionally requires speaking or hearing, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and repetitive motions.
• Work requires close vision, distance vision, ability to adjust focus, depth perception and color perception.
• Vocal communication is required for detailed or loud talking to convey detailed or important spoken instructions to others accurately, loudly or quickly. hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound.
• Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
• Work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment.
• Work is generally in a loud noise location (e.g. heavy traffic, large earth-moving equipment).
Desirable Education and Experience
Graduation from High School and minimal related experience.
Special Requirements
Possession of a valid North Carolina driver's license upon hire.
Ability to work flexible work schedule, including nights, weekends and holidays when required.
