Hiring range is $45,278.39 - $49,806.23.  Additional consideration given for higher education & certifications.

The Job Description

General Statement of Duties
Performs intermediate advanced technical work providing technical support for GIS project implementation and operation, creating, testing and enhancing GIS applications, develops and administers web-based GIS applications, prepares GIS datasets, maps, database reports and specialized queries, develops and administers the county spatial databases.

Distinguishing Features of the Class
A GIS Specialist position requires a professional in both a GIS and customer service capacity. This position requires extensive knowledge and ability to perform a diverse array of complex GIS related work. This position requires an employee to be flexible, be able to multitask, think intuitively, implore time management and project management skills, and possess troubleshooting ability. Employee must be well versed in ESRI products and be able to work with GIS data effectively. This position requires working with many departments around the County as well as the public and other municipalities. An employee in this position should require minimal supervision and be able to use initiative and good work ethic to accomplish assigned tasks. Work is performed under the general supervision of the GIS Manager and is evaluated through conferences, efficiency and effectiveness of the computer operations, feedback from users of the system and yearly progress reports where applicable.

Duties and Responsibilities
Essential Duties and Tasks
Creates, tests and enhances GIS operations; develops and administers web-based applications.
Provides technical support for the implementation and operation of GIS projects.
Installs and tests GIS software and maintains GIS web server.
Evaluates user requirements for GIS; identifies and implements applications.
Conducts or coordinates end-user training.
Writes and maintains reports; programs database reports, forms and queries.
Prepares GIS databases, maps, database reports and specialized queries in support of various projects.
Performs GIS analysis, modeling and reporting to support decision making.
Generates, maintains and disseminates GIS layers.
Operates and maintains GIS software and web-based applications.
Designs GIS enterprise database and enforces data standards.
Produces complex maps for other departments and outside agencies.
Updates jurisdiction boundaries, voting districts, fire districts, utility service areas, etc.
Pursues continuing education for technical and professional development.
Trains users on new and existing GIS and ESRI products.

Additional Job Duties
Supports the Emergency Operations Center (EOC) when activated as required.
Performs related duties as required.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
Considerable knowledge of automated mapping and information processing methods and techniques.
Considerable knowledge of cartographic principles, automated mapping, geographic information system (GIS) database design and structure.
Considerable knowledge of geographic information system (GIS) hardware and software components, data communication and network methods and techniques.
Considerable knowledge to prepare a variety of correspondence and complex reports.
Ability to make arithmetic computations using whole numbers, fractions and decimals.
Ability to compute rates, ratios and percentages.
Ability to train employees in the operation of computer graphics hardware and software.
Ability to deal tactfully and courteously with the public.
Ability to prepare written and oral presentations; ability to establish and maintain effective working relationships with associates and the general public.

Physical Requirements
Work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force.
Work regularly requires sitting, frequently requires speaking or hearing and using hands to finger, handle or feel and occasionally requires kneeling, stooping, crawling, crouching, pushing, pulling, standing, walking, reaching with hands and arms and repetitive motions.
Work requires close vision, ability to adjust focus, depth perception, color perception and peripheral vision.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices operating machines and observing general surroundings and activities.
Work has no exposure to environmental conditions.
Work is generally in a moderately noisy location (e.g. business office, light traffic).

Desirable Education and Experience
Graduation from a two-year college with a degree in information technology or related field and moderate experience in a GIS related position; or an equivalent combination of education and experience. 

Special Requirements
Possession of a valid North Carolina driver’s license upon hire.
Complete ESRI, ArcMap/SDE Training within one year of employment.
