The Job Description

General Statement of Duties
Performs intermediate to advanced human support work within the Child Welfare program, including serving as the START Services Coordinator. This individual completes START parent assessments for substance use disorder (SUD) and co-occurring mental health (MH) treatment level of care, makes treatment recommendations, and coordinates all treatment services to ensure timely access to mental health and substance use treatment for individuals involved in the Child Welfare system. This individual does not carry a direct caseload of child protective services assessments or in-home cases, but does assist the agency in conducting clinically based assessments, developing service plans and goals, and coordinating services.

Distinguishing Features of the Class
An employee in this class receives referrals for START assessments from child welfare social workers and supervisors. Work involves assessing substance use disorders and co-occurring mental health disorders, including American Society of Addiction Medicine (ASAM) and other clinical guidelines (i.e. Diagnostic and Statistical Manual of Mental Disorders). This position will provide supportive counseling to clients, develop service and treatment plans, make referrals, and coordinate with outside community agencies for the provision of assistance and services. Work is performed under the limited supervision of the Social Worker Supervisor III and is evaluated by a review of records, reports, discussions, client feedback, observation, and overall quality of work.

Duties and Responsibilities
Essential Duties and Tasks
• Consults and adheres to applicable State laws, rules, and regulations, START program requirements, ethical and licensing requirements, and Child Welfare Policy Guidelines.
• Receives referrals from the START team.
• Participates in developing comprehensive parent and family services in collaboration with the START team.
• Participates in the initial and ongoing Child and Family Team meetings.
• Completes timely level of care assessments for SUD/MH and trauma services for START parents in accordance with START timeline requirements.
• Makes treatment recommendations for parents using ASAM Placement Criteria within START timeline requirements.
• Prioritizes child safety and well-being when making treatment recommendations.
• Coordinates parent’s treatment services with child welfare workers and family mentors, and other external service providers.
• Assists the START team and parents navigate Medicaid and other third-party requirements.
• Monitors trends in treatment providers’ capacity to respond to parent’s needs within START program guidelines, for discussion with leadership.
• Motivational enhancement for highly ambivalent parents and clinical representation of consumer care.
• Follows-up with treatment providers to re-engage parents, advocate for parent needs, develop new, more appropriate care plans with the parent if the parent is not engaging, following through, etc.
• Maintains regular communication with the START team and/or assigned social worker about the parent’s services and progress. Facilitate communication between service providers and the START team and/or assigned social worker.
• Attends and participates in START shared decision-making meetings and case reviews, reports successes and challenges, and receives feedback; attends monthly START Direct Line meetings and any other required child welfare and other designated training or meetings.
• Completes or receives weekly written reports and submits to the START team for each family in the program; implements a quality assurance process to ensure that reports are complete and thorough.
• Coordinates programmatic data collection in preparing necessary reports for the START team and program.
• Conducts clinical and other assessments on non-START parents and children as requested by the agency.
• Builds relationships with community partners in collaboration with the START team.
• Transports parents and children to drug screens, medical and mental health appointments, etc.
• Collaborates with various agencies and officials including law enforcement, schools, daycares, mental health providers, juvenile court, medical and legal community, etc.
• Prepares reports and other types of correspondence; maintains case logs; prepares and maintains files and records.
• Links clients to recommended services, and coordinates ongoing to ensure clinical needs are met.
• Assists other internal staff in navigating systemic barriers.
• Provides a clinical/trauma-informed lens consultation on child welfare cases to help best meet the family’s needs.

Recruitment and Selection Guidelines
Knowledge, Skills and Abilities

The Service Coordinator should also have working knowledge or willingness to learn about the following:
• Thorough knowledge of trauma screening and treatment options; evidence-based and gender-sensitive treatments; medication for opioid use disorders; recovery supports (e.g., 12-Step Programs, Celebrate Recovery, and SMART Recovery); Medicaid and other third-party payment of services (e.g., service authorization, covered services, other funding options, network providers, and administrative claiming for social workers); overdose prevention; and, intimate partner violence and sexual assault service options.
• Thorough knowledge of County and department policies and procedures.
• Thorough knowledge of applicable local, Federal, and State laws, rules, and regulations.
• General knowledge of child development and appropriate developmental markers.
• General knowledge in operating standard office equipment and associated software (e.g. OLV, Time Force, Compass, etc.).

Physical Requirements
• Work requires the occasional exertion of up to 50 pounds of force to move objects.

Desirable Education and Experience
Master's degree from a college or university with a degree in social work and two years of social work experience in child welfare or an equivalent combination of training and experience. Other Master’s degrees with clinical licensures may be considered.

Special Requirements
The Service Coordinator should have training and clinical experience in the following areas:
• Substance use disorder core functions, including assessment and treatment options;
• Co-occurring MH disorders (e.g., depression, anxiety, bipolar, eating disorders, and complex trauma) screening, assessment, and treatment options;
• American Society of Addiction Medicine (ASAM) Patient Placement Criteria and levels of care; and,
• Motivational interviewing and working with people in various stages of change.
Valid North Carolina driver’s license.
Must be a Licensed Clinical Social Worker in North Carolina or have LCSW-A working toward two years/3,000 hours post-masters supervised clinical experience.
Must obtain a Substance Abuse Certificate within one year of hire.
