The Details
Hiring range is $81,000 - $90,000/year. Compensation will be based on overall relevant qualifications, education & experience with additional compensation possible for higher education & certifications.

General Statement of Duties
Performs, complex, professional, and difficult administrative work planning, organizing, supervising, conducting, and evaluating programs for qualifying program participants, skilled human support, supervising departmental staff, preparing and maintaining records, reports, budgets and grants.
Distinguishing Features of the Class
An employee in this class is responsible for directing a variety of nutritional, senior employment, information and referral, health related, cultural, educational and recreational programs and activities, home care and transportation services for the County’s older adult population. The employee provides leadership to other human services agencies to coordinate senior programs and grant funding throughout the County. Work includes development of and management of the Senior Center, budget development including researching, writing and administering grants; development of administrative and program policies and procedures ensuring adherence to federal, state and local standards and regulations. Work involves serving on boards related to senior services to plan services, establish goals, and raise funds. Management of personnel includes hiring, training, performance evaluation and disciplinary action. The employee promotes and markets senior services through public speaking engagements, writing articles and news releases, etc. and through involvement in community activities to represent the interests of older adults. Work requires fundraising and funding source development. Work requires some technical skill in facilities maintenance and management. Work is performed independently under the general supervision of the Consolidated Human Services Director and is reviewed through conferences, review of reports and records, effectiveness of the services delivered and feedback from the citizens served and the Area Agency on Aging.
Duties and Responsibilities
Essential Duties and Tasks
• Directs short- and long-range planning conferring with State and Regional Council on Aging, and local Boards involved with senior citizen issues, staff, and County management; establishes goals and objectives for services delivery, facilities and funding based on needs of the senior citizens in the County.
• Researches and develops funding plans that comply with budgetary instructions provided by the Department on Aging and Adult Services; provides grant funding recommendations and reports to the state as the County’s Lead Agency designee which includes writing grants seeking federal and state funds, and other sources of funding; leads community fundraising efforts.
• Audits financial data to ensure compliance and budgetary for both County and grant funds.
• Manages numerous funding sources and grants such as Home and Community Care Block grants, Elderly Disabled Transportation Assistance, Title III-D, etc.; monitors grants to ensure compliance with grant regulations, and prepares and submits reports.
• Directs the program activities directly and through intervening supervisors; manages the administrative operations.
• Determines health, education and social needs and interests of participants and oversees planning for program resources to meet needs; implements changes in service delivery based on community input, community needs and implements changes.
• Directs and participates in public relations and education programs to promote services for senior citizens with civic and community groups and businesses; writes newsletters; develops other promotional materials; makes presentations.
• Regularly reports to a variety of advisory, County, regional, state agencies and the County Commissioners on Senior Services activities and programs.
• Provides leadership for senior citizens in the community with volunteer and related agencies, etc.; promotes and coordinates advocacy efforts for older adult issues; coordinates services with other human services agencies to prevent duplication of services and promote a continuum of services.
• Manages and supervises staff directly and through intervening supervisors; recruits and takes appropriate disciplinary action in consultation with the Assistant County Manager/Human Resources Director and the County Manager; ensures appropriate training is provided to staff, supervises evaluation of employees’ performance.
• Plans, coordinates and administers transportation service, outreach, health promotion and disease prevention, heat/fan relief programs; ensures compliance with federal, state and local standards and regulations.
• Maintains proper and accurate records and reports on senior activities; may delegate portions of this responsibility.
• Participates in professional development activities and meetings, conferences, workshops, etc.
• Manages the Center maintenance and housekeeping, oversees staff handling daily maintenance and repairs to ensure proper safety and functioning of heating and air conditioning system, fire alarms, appliances, condition of building including painting and repair, etc.
• Works with DENR Division of Environmental Health to ensure excellence in kitchen cleanliness and safety; maintain quarterly Food Service Establishment Inspection score of 90 or above; resolves any/all deficiencies with expedience.
• Maintains “Center of Excellence” certification through Department on Aging and Adult Services audits of Senior Center Operations and Program Evaluation (SCOPE) quality measures.

• Considerable knowledge of the principles, practices, programs, and need for older adult services and program administration.
• Considerable knowledge of the principles and practices of management, personnel administration, budgeting, and public programs for the older adult.
• Considerable knowledge of the structure and functions of federal, state, and local government older adult and human services agencies and their programs.
• Considerable knowledge of the socioeconomic and psychological needs of older adults.
• Thorough knowledge and skill in developing and planning programs for older adults.
• Considerable knowledge of management and supervisory principles and practices and the demonstrated skills in effectively supervising staff and managing programs.
• Thorough knowledge and skill to research and develop grant proposals and administer grants.
• Ability to establish and maintain effective working relationships with state, federal and local human services agencies, public officials, senior citizens, other departments, heads, supervisor, employees, and the general public.
• Ability to identify and analyze local problems and needs of older adults and convert those into viable programs.
• Ability to plan, supervise, and monitor the work of employees.
• Ability to prepare written statistical and budgetary reports and maintain accurate and appropriate records.
• Ability to communicate effectively in oral and written forms.
Physical Requirements
• Work requires the frequent exertion of up to 10 pounds of force.
• Work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires sitting and occasionally requires standing, walking, tasting, smelling, pushing or pulling and lifting and repetitive motions.
• Visual acuity is required for close visions, distance vision, ability to adjust focus, depth perception, color perception, peripheral vision to prepare and analyze written and computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
• Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
• Work occasionally requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment.
• Work is generally in a moderately noisy location (e.g. business office, light traffic) and has no exposure to environmental conditions.
Desirable Education and Experience
Graduation from a four-year college or university with a degree in a human services field and considerable experience in planning and managing a human services program, preferably with older adults; or an equivalent combination of education and experience.
Special Requirements
Possession of a valid North Carolina driver’s license upon hire.
Complete County Safety Policy and Procedure Training within thirty days of employment.
Complete Aging Resource Management System Training with six months of employment.
Complete MSC Software Training within six months of employment.
Obtain N.C. Ann Johnson Institute for Senior Center Directors Certification within four years of employment.
Complete assigned NIMS Training within one year of employment.
