The Job Description

General Statement of Duties
Performs difficult, advanced technical work networking computer hardware and software, ensuring a world-class security posture, and building the strategy for all areas of responsibility. Directs, plans, administers and participates in program development, analysis and operations, managing network and security systems, and accountability for financials and device procurement.

Distinguishing Features of the Class
This position requires extensive knowledge and ability to perform a diverse array of complex technical work. It requires the employee to be flexible, able to multitask, think intuitively, implore time management and project management skills, and possess complex troubleshooting ability. Position also serves in a supervisory role managing a team of Network and Security Specialists. Primary responsibility is the management, support, and strategic direction of the network, phone, and security systems of the County. This position requires both remote and on-site support to include travel to many sites around the County. An employee in this position should require minimal supervision and be able to use initiative and good work ethic to accomplish assigned tasks. Employee will be required to work on a rotating on-call schedule to support 24x7 County operations. Work includes assisting in range planning, research and analysis of available technology solutions, project management, procurement, coordination with vendors and collaboration with the Information Technology Director, County Manager and departments to determine systems/application needs.  Work is performed under the general supervision of the Information Technology Director and is evaluated through conferences, efficiency and effectiveness of the computer operations, feedback from users of the system and yearly progress reports. 
Duties and Responsibilities

Essential Duties and Tasks
Installs, configures, maintains and supports network equipment.
Installs, configures, manages and maintains all security equipment and services (e.g. firewalls, email spam filters, DVRs, Door Access Controllers, etc.).
Administers and supports various telephone, voicemail and interactive voice response systems.
Coordinates network configuration, installation, administration, maintenance and support services.
Troubleshoots and analyzes network problems.
Communicates with outside vendors about technical issues, current and upcoming projects and new software and technologies to improve operational efficiency.
Provides network and security support to the County Manager and department Directors in planning and use of technology; trains staff in the proper use of technology in relation to network and security.
Obtains price quotes and performs cost analysis of security system maintenance and County technology needs; assists with the maintenance of service contracts, licensing agreements, and security upgrades.
Supervises team of Network and Security Specialists; assigns work orders to subordinate personnel; monitors timely completion of assignments; assists with problems that are encountered.
Develops and manages project plans and serve as project leader on County Network and Security initiatives; effectively manages multiple projects and tasks.
Ensures systems are in compliance with various regulations to include, but not limited to, CJIS, HIPPA, and PCI, etc.
Performs proactive monitoring, maintenance and troubleshooting on all computer and network systems.
Operates Helpdesk Ticketing system to track and respond to all technical issues.
Prepares written documentation for technical systems, such as Standard Operating Procedures, and participates in cross-training/knowledge sharing with IT staff.
Pursues continuing education for technical and professional development.
Participates in rotating on-call schedule to support 24x7 operations; performs after-hours work for various upgrades, repairs, and maintenance.
Plans, directs, administers and participates in program development, analysis and operations, managing network and security systems, and accountability for financials and device procurement.
Recruits and assists in selection of department personnel; trains, assigns, directs and inspects the work of staff; rewards, disciplines, coaches and counsels staff; evaluates staff performance; develops staff schedules; approves and enters timesheets; recommends promotion and demotion of personnel.
Facilitates training and implementation of new policies, procedures and programs; coordinates training for departmental and other county employees as needed.

Additional Job Duties
Supports the Emergency Operations Center (EOC) when activated as required. 
Perform related duties as required.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
Considerable knowledge of various types of networking systems (e.g. Cisco).
Considerable knowledge in troubleshooting system issues; reading and understanding project design drawings.
Thorough knowledge of related industry, organization and departmental policies, practices and procedures.
Thorough knowledge of networking and routing protocols (e.g. TFTP, FTP, HTTP, HTTPS, Telnet, SSH, etc.) and network infrastructure design.
Thorough knowledge of modern office procedures, methods, techniques and equipment (e.g. Cisco Switches, Dell Servers and computers, Linux Servers, Dell Firewalls, Cisco Controllers and Access points) and associated software (e.g. Windows, Cisco Command Live, Microsoft Visio, Windows Remote Desktop, VisionApp Remote Desktop, Teamviewer, Citrix XenServer and XenCenter, VMware, VSphere and Client, Putty and Visual Basic Script, etc.)
General knowledge of related industry, organization and departmental legal guides, recommendations, best practices, ordinances and laws.
Skill in the installation, repair, and maintenance of information technology systems.
Ability to make arithmetic computations using whole numbers, fractions and decimals.
Ability to compute rates, ratios and percentages, network subnets, IPv4 and IPv6 IP addresses.

Physical Requirements
Work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
Work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires sitting, tasting or smelling and lifting.
Work requires close vision, ability to adjust focus, depth perception and color perception.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
Worker is regularly exposed to the risk of electrical shock and occasionally requires working near moving mechanical parts and in high, precarious places and exposure to outdoor weather conditions.
Work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).

Desirable Education and Experience
Graduation from a four-year college or university with a degree in information technology, computer science, or a field closely related; considerable experience in Information Technology including supervisory experience, preferably in the public sector. 

Special Requirements
Possession of a valid North Carolina driver license upon hire. 
Background and fingerprint screening upon hire.
